1.Cabinet approved the Paddy Procurement and Custom Milling Policy for Kharif Marketing Year 2024-25:
Based on the recommendations of the Cabinet sub-committee, the decision was made to commence the procurement of paddy from farmers at the support price, in cash and linking, from 14 November 2024.
The procurement will continue until 31 January 2025. Presently, the process of farmers’ registration for paddy procurement through the integrated farmer portal of Agriculture Department is underway and it will continue until 31 October 2024. An estimated 160 lakh tons of paddy will be procured in 2024-25.
The biometric system for procurement at the support price will continue as in the previous year. To ensure regulated and systematic procurement at the procurement centers, small and marginal farmers will be issued a maximum of two tokens, while others will be issued a maximum of three tokens.
Electronic weighing machines will be used at all procurement centers. Approval has been granted to purchase 4.02 lakh bales of new jute bags through the Jute Commissioner for paddy procurement, with a total requirement of 8 lakh bales.
2.Payment of Honorarium to Data Entry Operators for Kharif Marketing Year 2023-24:
The Cabinet has approved the payment of an honorarium of Rs 18,420 per month for 12 months to data entry operators working in cooperative societies during the Kharif marketing year 2023-24, amounting to a total expenditure of Rs 60.54 crore. The funds will be provided to Markfed, as in previous years.
3.Withdrawal of Cases Related to Political Movements:
Based on the recommendations of the Cabinet sub-committee, the Cabinet has approved withdrawal of 49 cases from the courts in public interest. These cases were purely related to political movements.
4.Age Relaxation for Recruitment on the posts of Subedar/Sub-Inspector/Platoon Commander:
The Cabinet took a significant decision to grant a one-time age relaxation of 5 years for candidates applying for recruitment to the positions of Subedar, Sub-Inspector, and Platoon Commander in 2024 under the Chhattisgarh Police Executive (Non-Gazetted) Service Recruitment Rules, 2021. The maximum age limit, including all relaxations, will not exceed 45 years.
5.Chhattisgarh Rural Drinking Water Operation and Maintenance Rules, 2024 approved:
Cabinet has approved the draft rules to ensure the supply of clean drinking water to every household in all village panchayats of the state. Under these rules, the General Administration Committee of the Panchayat will manage the operation and maintenance of the rural drinking water system in addition to its other responsibilities. With the approval of the Gram Sabha, the committee will determine water charges, decide on new connections, manage finances, undertake repairs, ensure water quality, and resolve complaints.
6.Compassionate Appointments for Dependents of Deceased Teachers (Panchayat Cadre):
The Cabinet has approved compassionate appointments of eligible dependents of the deceased teachers (Panchayat cadre), in accordance with the Chhattisgarh Teachers (Panchayat Cadre) Rules, 2018. A decision was also made to relax previous orders requiring the School Education Department to provide positions to the Panchayat and Rural Development Department for such appointments, ensuring the compassionate employment of eligible dependents.
7.Amendment to the Loknayak Jayaprakash Narayan (MISA/DIR Detained Persons) Honour Fund (Samman Nidhi) Rules, 2008:
The Cabinet has approved an amendment to provide for the state funeral of deceased freedom fighters with due honour, along with the financial aid of Rs 25,000 to their families for the funeral.
8.Purchase of Excise Adhesive Label (Hologram) with Enhanced Security Features:
To provide higher security features on excise adhesive labels (holograms) affixed to domestic/foreign liquor bottles, the decision was made to purchase holograms from the India Security Press, Nasik Road (Maharashtra), a Government of India undertaking.
9.Special Investment Incentive Packages under the Chhattisgarh Industrial Policy 2019-24:
The Cabinet has approved the determination of special investment incentive packages for steel downstream projects, ethanol units, and cement industries in the core sector.
These decisions aim to strengthen the state’s agricultural, industrial, and governance frameworks, promoting growth and ensuring the welfare of its people.
