Sustainable, Modern and Future-Ready Infrastructure to Be Developed in Line with ‘Anjor Vision 2047’
Chief Minister Shri Vishnu Deo Sai chaired a high-level review meeting of the Mukhyamantri Adhosanrachna Mission at Mahanadi Bhawan on Tuesday. Detailed discussions were held during the meeting on priorities for capital expenditure on infrastructure development, timely project implementation, long-term road network development, maintenance of public assets, modern construction technologies, interdepartmental coordination and the upcoming action plan.
During the meeting, CM Shri Sai stated that strong infrastructure forms the foundation of a state’s long-term economic and social development. Roads, buildings and other public infrastructure in Chhattisgarh should be developed not only to meet present requirements but also to address the needs of the coming decades, population growth, expanding industrial and economic activities, and changing technologies. The priority should be to ensure that every capital investment in the state delivers maximum benefits to Chhattisgarh’s economy and its citizens.
Chief Minister Shri Sai said the state government is working toward the long-term goal of building a developed Chhattisgarh in line with ‘Anjor Vision 2047’. Modern, strong and sustainable infrastructure will play an important role in achieving this objective. All departments responsible for capital expenditure must clearly define their priorities and proceed with coordinated, long-term action plans.
Economic and Social Impact Should Determine Infrastructure Investment Priorities
Chief Minister Shri Sai said that expenditure on infrastructure is not merely a construction cost but an investment in the state’s future. Therefore, project selection should be based on an assessment of how the proposed infrastructure will affect transportation, industry, trade, agriculture, tourism, employment and public facilities. He said that the state’s financial resources should be prioritised for projects that benefit the maximum number of citizens, expand economic activities and create new development opportunities in the areas concerned. Project priorities should not be determined solely by immediate requirements. Their long-term economic and social impact must also be considered.
Clear Timelines Required for Every Stage from Budget Allocation to Construction
Chief Minister Shri Sai said that making a budget provision for a project does not, by itself, fulfil its objective. The most important requirement is to ensure that projects are completed within the stipulated period following budget approval. Delays in project implementation lead to increased costs and delay the delivery of benefits to citizens. He directed officials to establish clear timelines for every stage, including project conceptualisation and planning, budget allocation, administrative approval, technical approval, tendering, issuance of work orders and completion of construction.
Officials should review progress regularly at every level and promptly address the causes of unnecessary delays. The Chief Minister made it clear that quality must remain a top priority alongside timely completion. All prescribed technical and safety standards must be strictly followed in construction works, with no compromise on quality at any stage.
Long-Term Master Plan to Be Prepared for Chhattisgarh’s Road Network
Chief Minister Shri Sai placed special emphasis on the planned expansion of the state’s road network. He directed officials to assess existing traffic conditions, population growth, industrial development, emerging economic centres and anticipated future traffic pressure across Chhattisgarh. He said that a detailed survey should be conducted to identify roads requiring expansion to two lanes and those requiring four lanes. Based on this assessment, a long-term master plan should be prepared for the state’s road network, taking future requirements into account.
The Chief Minister said that better road connectivity not only makes travel easier but also improves access to markets, promotes trade and industry, facilitates the transportation of agricultural produce and creates new opportunities for investment and employment.
Road construction should therefore be viewed in the context of the overall economic development of the areas concerned. He directed officials to give special attention to developing seamless and improved connectivity among rural areas, cities, industrial regions and major economic centres.
Regular Maintenance Is as Important as Infrastructure Construction
Chief Minister Shri Sai directed officials to develop an effective system for the regular maintenance of roads, buildings and other public assets. He said that substantial public funds are invested in infrastructure construction. Without timely maintenance, minor defects can develop into serious problems, resulting in higher repair costs. Therefore, long-term maintenance arrangements should be incorporated into the planning stage of construction projects.
A well-defined system should be established for regular inspections and timely repairs. This will extend the service life of public assets, save government resources and ensure that citizens continue to receive better facilities.
The Chief Minister said that the condition of roads and public facilities directly affects citizens’ daily lives. Good infrastructure makes life easier, but poorly maintained assets can become a source of inconvenience. Maintenance should therefore receive the same priority as construction.
Future Requirements Must Be Considered in Schools, Colleges and Public Buildings
Chief Minister Shri Sai said that assessing only present requirements is insufficient when planning schools, colleges and other public buildings. Building designs should account for the possible increase in the number of students or users and the need for additional facilities in the coming years. He said planners should include provisions for future expansion, safety, accessibility, utility, and maintenance at the initial planning stage. This will help minimise avoidable expenditure on future expansion and modifications and ensure better utilisation of existing assets.
Chhattisgarh Should Adopt Modern Technology and Best Practices
Chief Minister Shri Sai emphasised greater use of modern technologies, quality construction materials and prescribed safety standards in infrastructure projects. He directed officials to study best practices, innovations and successful policies adopted by other states in infrastructure construction and maintenance. Useful innovations should be adopted in keeping with Chhattisgarh’s geographical, economic and regional requirements. He said that construction technologies are evolving rapidly, making it essential to continuously familiarise the state’s engineers and technical personnel with the latest developments.
The Chief Minister also emphasised developing an institutional system for the regular training and skill development of engineers and technical officials.
Integrated Digital System to Cover Planning, Construction and Maintenance
Detailed discussions were held during the meeting on the proposed action plan for the Mukhyamantri Adhosanrachna Mission. Through the mission, efforts will be made to bring comprehensive improvements to the planning, financing, approval, procurement and contracting, construction, monitoring and maintenance of public infrastructure across the state. The meeting also discussed a proposal to connect various infrastructure development processes through an integrated digital system. This will enable effective monitoring of projects undertaken by different departments, including their physical and financial progress and stipulated timelines.
A comprehensive assessment of existing infrastructure across the state will also be conducted to identify gaps between requirements and availability. This will help determine project priorities based on actual needs and ensure better utilisation of financial resources.
Departments Must Work with a Shared Development Vision
Chief Minister Shri Sai placed special emphasis on improving coordination among all departments involved in infrastructure development. He said that instead of approaching departmental projects separately, they should be aligned with the state’s overall development requirements. Better interdepartmental coordination will help prevent unnecessary duplication of work in the same areas, maximise resource utilisation and enable different projects to complement one another.
The Chief Minister said that the technical, professional and managerial capabilities of officers and employees should also be strengthened under the mission.
Alongside construction quality and safety, priority should be given to durability and the ability of infrastructure to withstand climate-related challenges.
Real Value of Infrastructure Lies in the Benefits It Delivers to Citizens
Chief Minister Shri Sai said that development should not be assessed merely by the number of kilometres of roads constructed or the number of buildings completed. Real success should be measured by how much the infrastructure improves citizens’ lives, increases economic activity, creates new opportunities and accelerates the long-term development of the areas concerned. He said that the government’s objective is to develop infrastructure that meets present requirements while also serving future generations. Through planned capital investment, modern technology, quality construction and regular maintenance, a strong foundation must be laid for a developed Chhattisgarh.
Chief Minister Shri Sai also emphasised the need to widely disseminate information about public welfare-oriented development works undertaken by the government and the facilities that citizens will receive through new infrastructure.
